Abstrakt

What path will residential care go on – that is one of the current social
policy issues at present times. Are the institutional forms of social care and residential
services kind of obsolete forms that have no longer place in a new conception of social
services? Deinstitutionalization of residential care services is an ideological
conception, which is part of the reform program of transformation of social care
services. It is a process of humanization of the institutional care with an emphasis on
meeting individual rights and needs of every client in order to avoid unreasonable
directives of conventional institutions. The goal of deinstitutionalization is not
a cancellation or reduction of capacity of residential facilities: It is a regime
deinstitutionalization, change within the institution through some changes in the
management of the institution. The necessary changes are following: A new approach,
a new understanding and a new thinking of executives of organizations, who will
perceive the trends and will assume a progress in the near future. The conception of
management in social care services is to use all existing knowledge in social sciences,
which can be applied to the management of social care services. It is necessary to look
at social care services as a system of social policy and as well as an executive
organization, which aims to provide assistance.
